Background
On June 29, 2020, Governor Newsom approved Senate Bill 98 (SB 98), which made several important changes to accountability requirements for 2020-21. Although SB 98 is a budget bill, it included key changes for distance learning / hybrid learning standards and special education.
This bill established that the Local Control and Accountability Plan (LCAP) and an annual update to the LCAP are not required for the 2020-21 school year. This bill establishes California EC Section 43509 and the Learning Continuity and Attendance Plan (Learning Continuity Plan) requirements for the 2020-21 school year - which must be adopted by September 30, 2020.
Stanislaus Union School District's Learning Continuity and Attendance Plan demonstrates how the district has planned for the following:
- Addressing gaps in learning
- Conducting meaningful stakeholder and student engagement
- Providing students with access to necessary devices
- Providing resources and supports to address student and staff mental health and social emotional well-being
- Providing school meals for students amidst school closures due to the COVID-19 pandemic

Background
